The BEMS Delivery Framework was written by Christopher Kelly, Managing Director of Kelvin Controls, and launched by the Building Controls Industry Association (BCIA) to tackle inconsistency in Building Energy Management System (BEMS) specifications. The framework is maintained by the BCIA's Technical Working Group and is freely available to the whole industry.
Specifications often leave BEMS requirements open to interpretation. Contractors may price different levels of functionality, tenders become difficult to compare like-for-like, and clients can be left uncertain whether the finished system will meet their operational needs. As BCIA Vice President Ron Purcell puts it, "terms such as 'integrated' or 'intelligent' can mean different things to different people."
The framework provides a common language for defining the level of controls functionality a project requires. It sets out six Delivery Levels, from L0 to L5, ranging from basic controls capability through to highly integrated, intelligent building functionality. "The Delivery Levels provide that common reference point," says Christopher Kelly. The framework is manufacturer agnostic: it does not prescribe products or technologies, allowing project teams to define the capability they need first and then select the technical solution to deliver it.
